For a procurement committee handling a laptop rental for the first time, the different procurement tracks and terminology are often the first real obstacle — before any question about specs or unit count comes up. Three Procurement Tracks

  • E-catalog (LKPP) — direct purchase/rental from the electronic catalog, prices and specs already published, no separate tender.
  • Tender/selection via SPSE — for larger or more complex needs, processed through Indonesia's Electronic Procurement System.
  • Direct procurement — for small-value, urgent needs, with lighter administrative process.

All three sit under the Perpres 12/2021 framework governing government goods/services procurement. Thresholds and technical requirements are revised periodically, so always confirm current figures with your institution's Procurement Working Unit (UKPBJ) before committing to a track.

Payment Mechanisms: LS, GU, UP

LS (Langsung/Direct) pays the vendor straight from the treasury, typically for larger, scheduled contracts. UP (Uang Persediaan) is a standing float held by the treasurer for small routine needs, including urgent rentals within a set limit. GU (Ganti Uang Persediaan) replenishes UP once prior spending has been accounted for.

Documents to Prepare

KAK (terms of reference), HPS (independent cost estimate), an SPK or contract, NPWP-registered invoices with e-Faktur, a BAST (handover record) at both start and end of the rental, and — for devices holding sensitive data — a data-erasure certificate at return.
