Renting Document Scanners for Archive Digitisation Projects: When to Rent Equipment and When to Hire a Service

Archive digitisation projects usually stall at the same point: the scanner. An ordinary office scanner is not built for hundreds of thousands of pages, and buying a high-speed unit for a project that ends in a few months leaves an expensive machine idle afterwards. That is why renting document scanners is often the first choice for government agencies and state-owned enterprises with piles of paper records. Renting equipment is not always the best route, though.
Rent the Equipment or Hire a Service
Renting means your own team does the scanning; a digitisation service means someone else does it and hands over the results. Renting fits when you have staff who can be trained, documents must not leave the building, files are standard loose sheets in good condition, archives keep arriving, and you want the team to learn the process. A service fits when nobody can be assigned for the whole project, documents are fragile, tightly bound, or oversized such as engineering drawings, or you only want the finished result. We rent the equipment; we do not perform the scanning.
Inventory First, Then Capacity
Record paper size, physical form, condition, page count, and confidentiality. Loose sheets in volume suit a high-speed scanner with an automatic document feeder and duplex scanning; bound books need flatbed or book scanners; light daily filing can use a multifunction machine; barcode scanners help with indexing and separator sheets. Estimate duration as total pages divided by effective pages per operator per day times the number of operators, and measure the effective figure in a one-day sample rather than trusting the nominal speed on the datasheet.
Technical Standards
Fix the standard before scanning starts. 300 dpi is a common starting point for text documents, balancing sharpness, file size, and OCR success. Use PDF with an OCR text layer for searching, PDF/A (ISO 19005) for long-term preservation, and agree file naming, metadata fields, and barcode separator sheets in advance. Check a sample of every batch for completeness, legibility, orientation, and indexing accuracy.
Security and Compliance
Many multifunction machines and network scanners keep scanned images in internal storage temporarily, so agree in the contract that the data is erased before the device is returned, with a written record. Move scans off operator computers into official storage, restrict room access, and keep a log. Archive handling falls under Law No. 43 of 2009 on Archives; do not destroy the paper originals until your records unit or the National Archives of Indonesia (ANRI) confirms the rules, and treat personal data under Law No. 27 of 2022.
